Abstract

Organisasi publik teknis bergantung pada kompetensi karyawan untuk memberikan layanan yang akurat, teratur, dan andal, namun mekanisme bagaimana kompetensi diterjemahkan menjadi kinerja tetap bergantung pada konteks. Studi ini meneliti pengaruh kompetensi terhadap kinerja karyawan dan kepuasan kerja, serta peran mediasi kepuasan kerja, di Kantor Pemantauan Spektrum Frekuensi Radio Kendari. Desain penjelasan kuantitatif diterapkan pada seluruh populasi 30 karyawan menggunakan pendekatan sensus. Data dikumpulkan melalui kuesioner Likert lima poin dan dianalisis dengan Pemodelan Persamaan Struktural Kuadrat Terkecil Parsial (PLS-SEM) menggunakan SmartPLS 4. Kompetensi memiliki pengaruh positif dan signifikan terhadap kinerja karyawan (β = 0,618; t = 4,001; p < 0,001) dan kepuasan kerja (β = 0,683; t = 8,633; p < 0,001). Kepuasan kerja memiliki pengaruh positif tetapi tidak signifikan terhadap kinerja (β = 0,241; t = 1,369; p = 0,171), dan pengaruh tidak langsungnya juga tidak signifikan (β = 0,165; t = 1,231; p = 0,219). Temuan ini menunjukkan jalur kemampuan langsung daripada jalur yang dimediasi oleh kepuasan: kompetensi adalah pendorong utama kinerja, sementara kepuasan kerja berfungsi sebagai kondisi karyawan yang saling melengkapi.
