Abstract

Climate change and rising greenhouse gas emissions have made the transformation of the energy sector a key agenda in sustainable regional development. East Kalimantan Province holds a strategic position as a fossil energy-producing region that also has large new and renewable energy potential. This study aims to analyze the implementation of East Kalimantan Provincial Regulation Number 8 of 2019 on the Regional General Energy Plan (RUED) from a climate change mitigation perspective. A descriptive qualitative approach was employed using literature study and document analysis of regulations, regional government planning documents, energy data, and publications related to the energy transition. The analysis applies George C. Edwards III's policy implementation framework, covering communication, resources, implementer disposition, and bureaucratic structure. The findings show that RUED implementation has been strengthened through East Kalimantan Governor Regulation Number 5 of 2023 on Enhancing New and Renewable Energy Programs and through RUED implementation evaluation forums with the National Energy Council. However, the renewable energy mix still falls short of the RUED target: regional government data show a new and renewable energy mix of 12.14% in 2024, against a 2025 RUED target of 12.39%. At the same time, the energy sector remains the dominant contributor to regional greenhouse gas emissions. These conditions indicate that RUED has become an important instrument in steering the energy transition, but the effectiveness of climate change mitigation still depends on consistent implementation, funding, cross-sector coordination, renewable energy expansion, energy conservation, and an integrated emissions measurement system.
