This article examines the dynamics of agrarian disputes in Medan City during the 1970s, a period marked by urban expansion and national development projects after the Old Order. Land disputes among residents, private entrepreneurs, and state institutions increased significantly as a result of economic growth and agrarian policies that did not favor the interests of ordinary people. The study employs a critical historical approach and case studies through archival research, mass media reports, and interviews with historical witnesses. The findings show that agrarian disputes in Medan during that decade were inseparable from the interests of political, military, and capitalist elites who collaborated in development projects. These disputes had long-term effects on patterns of structural poverty and the marginalization of urban residents. The study relates to SDG 11 (Sustainable Cities and Communities) in the context of inclusive and just urban development, and to SDG 16 (Peace, Justice and Strong Institutions) through issues of legal certainty, protection of community rights, and fair agrarian governance.
