IMPLEMENTASI KEBIJAKAN PROGRAM E-ASPIRASI DI SEKRETARIAT DPRD PROVINSI SULAWESI UTARA (Studi Pada Sekretariat DPRD Provinsi Sulawesi Utara)

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan e-Aspirasi di Sekretariat DPRD Provinsi Sulawesi Utara berdasarkan model Edward yang meliputi komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa program e-Aspirasi memiliki potensi sebagai inovasi digital dalam meningkatkan partisipasi masyarakat, namun implementasinya menghadapi berbagai tantangan. Kurangnya promosi, keterampilan sumber daya manusia, dan anggaran menjadi hambatan utama. Platform teknologi yang telah tersedia mampu menyediakan sistem pengelolaan dan keamanan data yang baik, tetapi rendahnya partisipasi masyarakat menghambat efektivitas program. Rekomendasi mencakup peningkatan pelatihan bagi staf, sosialisasi yang lebih luas melalui media, dan alokasi anggaran yang memadai untuk mendukung implementasi. Diharapkan, perbaikan ini dapat mendorong transparansi, akuntabilitas, dan peningkatan partisipasi masyarakat, sehingga program e-Aspirasi dapat berfungsi optimal sebagai sarana komunikasi antara masyarakat dan DPRD.
