PERAN PROGRAM BANK SAMPAH SEBAGAI UPAYA MITIGASI PENCEMARAN LINGKUNGAN DI DESA BENTEK

Abstract

The role of the Waste Bank program as an effort to mitigate environmental pollution in Bentek Village is still uneven, and optimal. Ongoing pollution mitigation is still partial. This is reflected in Sanbaro Hamlet which succeeded in mobilizing 100 families to sort plastic waste with economic value, but not accompanied by independent processing for organic and inorganic non-plastic waste. A worrying condition occurred in Todo Hamlet because the 3R TPS facility has experienced operational stagnation since 2021, so the waste management system there was forced to switch back to conventional non-3R methods. The maximum reach of this program is due to a combination of social and structural barriers. From the social dimension, the low collective awareness of residents in sorting waste from home, the destructive behavior of burning plastic waste that releases harmful dioxin gas, as well as the assumption that waste sorting is economically a waste of time are the main inhibiting factors. From a structural dimension, the expansion of the range is hampered by the topography of the hilly area and settlements that are divided by rivers, the limited number of transport fleets (tricycles and trucks), high operational costs that are not supported by a stable budget, and the lack of optimal intensive socialization from the village government to the residents. In order to optimize the role of the Waste Bank as a means of mitigating environmental pollution in Bentek Village, it is necessary to draft and ratify the Village Regulation (Perdes) which regulates domestic waste management in a binding manner, allocate a special operational budget from the Village Fund for the Waste Bank and TPS 3R programs, reactivate the TPS 3R facility in Todo Hamlet which has been stalled through management under BUMDES,  and intensify the socialization of waste sorting in every community forum.
