ASESMEN KEBUTUHAN PROGRAM PELATIHAN BERBASIS KOMPETENSI DI UPTD BALAI PELATIHAN TENAGA KERJA KELAS A PROVINSI SULAWESI UTARA

Dinamika kehidupan manusia memicu pergeseran kompetensi tenaga kerja yang berkontribusi pada tingginya angka pengangguran dan kemiskinan akibat kesenjangan kompetensi. Penelitian ini bertujuan mengeksplorasi pengelolaan program pelatihan berbasis kompetensi di UPTD Balai Pelatihan Tenaga Kerja Kelas A Provinsi Sulawesi Utara, dengan fokus pada analisa kebutuhan pelatihan (training needs analysis). Penelitian menggunakan pendekatan kualitatif deskriptif melalui wawancara, observasi, dan studi literatur, serta dianalisis secara naratif. Hasil menunjukkan bahwa pengelolaan pelatihan dimulai dengan analisis kebutuhan kerja untuk mengidentifikasi kesenjangan kompetensi, yang kemudian dirumuskan menjadi kebutuhan pelatihan. Proses ini mencakup penyusunan unit kompetensi, seleksi dari Standar Kompetensi Kerja Nasional Indonesia, hingga perencanaan program pelatihan yang sesuai dengan ketersediaan sumber daya. Training needs analysis memungkinkan lembaga pelatihan mengembangkan program pelatihan yang relevan sehingga meningkatkan peluang tenaga kerja terserap ke dunia kerja.
