Abstract

Sambi Rampas District in East Manggarai Regency is highly vulnerable to hydrometeorological disasters such as landslides, which frequently disrupt transportation networks and isolate villages. This geographical barrier extends the medical response time of local health centers to 6-12 hours, exacerbating mortality rates from hypovolemic and neurogenic shock during the pre-hospital care phase. This community service program, under the Community Partnership Scheme (PKM), aims to strengthen the cognitive and psychomotor capacities of local communities as first responders in emergency shock management. The target beneficiaries comprised 30 active participants, including Posyandu health cadres, Karang Taruna youth members, and Linmas civil defense officers. The implementation method utilized an Action Research and Experiential Learning approach, consisting of a pre-test, interactive lectures on shock pathophysiology, guided clinical workshops (covering direct pressure bleeding control, splinting, and modified shock positioning), and an extensive landslide disaster role-play simulation. Evaluation outcomes demonstrated a substantial spike in cognitive performance, with the mean pre-test score soaring from 45.2 to 82.6 in the post-test. Furthermore, objective clinical checklist assessments verified that 100% of the participants achieved absolute competency in carrying out pre-hospital resuscitation procedures independently and accurately. This program has effectively equipped isolated communities with vital technical skills to secure the golden hour window and minimize casualties before professional medical units arrive.
