Abstract

This study examines the effect of work culture on civil servant performance, with work motivation as a mediating variable at the Wua-Wua Sub-district Office, Kendari. The study is relevant because organizational values in public organizations improve performance only when they are translated into employees' willingness to exert effort and take responsibility. A quantitative census design was used, involving all 40 civil servants. Data were collected using Likert-scale questionnaires and analyzed with Partial Least Squares Structural Equation Modeling (PLS-SEM) in SmartPLS. Work culture positively affected civil servant performance (β=0.474; p=0.007) and work motivation (β=0.881; p<0.001). Work motivation positively affected performance (β=0.451; p=0.010). The indirect effect of work culture on performance through work motivation was also significant (β=0.398; p=0.012), indicating partial mediation. The model explained 77.6% of the variance in work motivation and 80.6% of the variance in civil servant performance. The findings show that a supportive work culture produces stronger performance when organizational values are internalized as motivation to achieve, assume responsibility, and take initiative.
