Abstract

Public employee performance depends not only on individual capability but also on employees' psychological attachment to the organization and the developmental opportunities available to them. This study examines the effects of organizational commitment and career development on civil servant performance, with job satisfaction as a mediating mechanism at the Class I Molawe Port Management Unit Office. An explanatory quantitative design was employed using a census of 51 civil servants, and the data were analyzed with Partial Least Squares Structural Equation Modeling. Organizational commitment positively affected job satisfaction (β=0.455; p=0.013) and performance (β=0.376; p=0.029). Career development positively affected job satisfaction (β=0.451; p=0.013) and performance (β=0.832; p<0.001), while job satisfaction positively affected performance (β=0.437; p=0.002). Both indirect effects were also reported as significant. The study positions job satisfaction as a psychological conversion mechanism through which organizational attachment and developmental resources are translated into realized civil servant performance. Practically, commitment and career-development systems should be aligned with work conditions that sustain employee satisfaction.
