Abstract

Civil servant performance is shaped not only by formal ability but also by employees' willingness to deploy their competence beyond minimum job requirements. This study examines the effect of competence on civil servant performance through organizational citizenship behavior (OCB) at the Department of Communication and Informatics of Bombana Regency. An explanatory quantitative design was employed using a census of all 51 civil servants. Data were collected through a five-point Likert questionnaire and analyzed with Partial Least Squares Structural Equation Modeling (PLS-SEM) using SmartPLS 4. All indicators met the reported convergent validity and construct reliability criteria. The results show that competence positively and significantly affects performance and OCB, while OCB positively and significantly affects performance. The indirect effect of competence on performance through OCB is significant (β=0.510; t=4.487; p<0.001). These findings indicate that competence creates stronger performance benefits when translated into voluntary, collaborative, proactive, and organization-oriented behavior. The study contributes by positioning OCB as a behavioral conversion mechanism that links individual capability with realized performance in a local public-sector organization
